Your ignorance is excused. There's no reason for you to have been
aware of odd things such as fish heads before this!

I think salmon heads are fine for 13 week old pups, at least
theoretically. How much meat is on the heads, behind the gills? That,
for me, determines how useful any particular fish head is. Consider it
as you would any other meaty raw bone. If there's not much meat (some
fishmongers are REALLY good at scooping out all the flesh) or if the
head is big and the pup is small, you may not see much progress, both
issues of course that might diminish the value of the head.

I think introducing food to pupsters is much easier than to adult
dogs. Instead of moving timidly through one protein at a time, I'd say
consider moving timidly through a variety of proteins. I am feeding a
couple visiting 10wo pups at the moment. I started them on chicken
(five meals) then added in quail and green tripe at meals six and
seven. I'm back to chicken again, but larger pieces and with snippets
of heart and liver; I will likely add some pork to the evening meal.

Feeding three meals a day offers plenty of opportunity to introduce
variety in small, nonconfrontational bits. With pups, I'd say there
are no special precautions. Don't feed too much food, don't feed food
that's too small. If things get messy, back up, reduce portions,
simplify, slow down. If you feel more comfortable feeding one protein
source at a time, by all means do it. If you start with variety and
you change you mind, by all means stick to one food. Feel free to
adjust. In fact, consider adjusting one of your basic tools from now
on.
